Sourcing begins before the first price request. A useful enquiry tells a supplier which products are required, what evidence the project needs and which questions are still open. Without that baseline, several quotations can describe different packages while appearing to compete on price.

1. Assemble a controlled RFQ package
Start with the current designer-approved BOQ and specifications. Add a revision number and issue date. If design information is still incomplete, mark it as an open requirement rather than asking the supplier to guess.
- Project destination and the party responsible for local product acceptance.
- BOQ line numbers, descriptions, quantities and units.
- Material specifications, dimensions, connections and any nominated models.
- Required certification or documentation for each relevant product.
- Required-on-site dates, delivery priorities and whether partial shipments are acceptable.
- Scope exclusions and interfaces with other contractors or suppliers.

2. Ask every supplier to use the same response matrix

3. Close technical questions before ranking price
A proposed alternative should identify what changes and why it is offered. Send changes affecting the approved specification back to the responsible designer. Keep the original requirement and the proposed alternative side by side, with a recorded acceptance or rejection.
Where UL Listing or FM Approval is required, check the exact offered product using UL Product iQ or the FM Approval Guide. A company brochure or another model’s record does not close that line’s evidence requirement. Product availability and project acceptance are separate decisions.
4. Compare commercial terms on a common basis
State the chosen Incoterms rule, named place and edition in the offer. ICC explains that Incoterms address obligations, risk and costs; they do not define the goods or replace the sales contract. Product specifications, inspection, payment, warranty and claims therefore need their own clear agreement.
Avoid shortcuts such as “CIF includes everything” or “FOB is just port charges.” Ask which origin and destination charges are included, who arranges each transport stage and which costs remain estimated. Use a destination freight forwarder or customs broker to resolve import-specific questions.
5. Hand over one agreed package
Before purchase, collect the final BOQ revision, approved deviations, supplier offer, document schedule, packing assumptions and delivery priorities. Give the same version to purchasing, logistics and receiving staff. Later changes should be traceable rather than buried in separate messages.
